The provincial government must be notified of the establishment of a nursery school, crèche or after-school centre at least 3 months before its planned opening date.

General information Explanation of this section

The operator of the childcare facility must notify the provincial government of its establishment in writing at least 3 months before the planned start of its operation.

Requirements Explanation of this section

The following are authorised to establish a private nursery school, crèche or after-school centre: a) citizens of a country that is party to the EEA Agreement who are capable of acting in this regard and are of good moral repute; b) public bodies, legally recognised churches and religious communities and their institutions; c) other legal persons having their registered office in a country that is party to the EEA Agreement and whose representative bodies are fully capable of acting in this regard and are of good moral repute. The provincial government may waive the nationality requirement under point a) if this is not expected to have any adverse effects on the management of the nursery school, crèche or after-school centre.

Deadlines Explanation of this section

The provincial government must be notified of the establishment of a nursery school, crèche or after-school centre at least 3 months before its planned opening date. The provincial government will refuse the establishment of a nursery school, crèche or after-school centre within 2 months of receipt of the complete notification if any of the requirements above are not met.

Procedure Explanation of this section

The written notification must be submitted at least 3 months before the planned start of operation. The Office of the Provincial Government will check the building plans, and an on-site inspection may be carried out. A decision will then be made in writing.

Based on the checklist for approving the planning documentation, in principle a simple application, a financing plan and a site plan must be submitted in duplicate.

Costs Explanation of this section

For private operators, costs and fees for the application and attachments apply. An administrative charge is also payable. Based on experience, these costs do not exceed EUR 60.00.
