Our democracy is based on three pillars: Jurisdiction, Legislation (Tyrolean Parliament) and Administration (Regional Government).
Whilst maintaining the common good, the province of the Tyrol shall ensure that every individual can freely develop their personality, promote self-help avenues to citizens, foster the cohesion of all social groups, and allow small communities to deal with affairs that are mainly or solely of relevance to them and for which they have the means.
The province of the Tyrol shall promote the overall development of the province in keeping with the social, economic and cultural needs of the citizens. Particular importance is attached to creating and maintaining sufficient jobs and housing opportunities. The province of the Tyrol must also protect and care for the environment. In particular, it must prevent any negative impact on nature and landscape.
The province of the Tyrol must promote the free development of trade and industry in accordance with the principles of a social market economy.
The province of the Tyrol shall restrict its economic activities to activities which serve the needs of the community and which cannot be carried out more appropriately by other organisations.
When carrying out these activities, the province of the Tyrol shall proceed in accordance with the principles of legality, economy, efficiency and effectiveness. The means used must be appropriate to the end.
